(a)
(1)There is hereby created within the Office of Planning and Research the Commission on Catastrophic Wildfire Cost and Recovery, to examine issues related to catastrophic wildfires associated with utility infrastructure. The commission shall consist of five members. Three members shall be appointed by the Governor, one member shall be appointed by the Senate Committee on Rules, and one member shall be appointed by the Speaker of the Assembly.
(2)The chair of the commission shall be selected by the members of the commission.
(3)Members appointed to the commission shall have demonstrated academic, business, or governmental expertise in laws, policies, and
programs applicable to insurance or public and private utilities, and to processes for the allocation of costs and the reduct
