(a)For purposes of this section, the following terms have the following meanings:
(1)“Disadvantaged community” means an area identified by the California Environmental Protection Agency pursuant to Section 39711 of the Health and Safety Code or an area that is a disadvantaged unincorporated community pursuant to Section 65302.10 of the Government Code.
(2)“Environmental leadership media campus project” or “project” means a construction or renovation project on a film and television media campus in the County of Los Angeles.
(b)A city within the County of Los Angeles that is the lead agency for the project shall certify an environmental leadership media campus project for streamlining pursuant to this section if the lead agency finds that all of the following conditions will be me
