For purposes of this chapter:
(a)
“Annual progress report” means the annual report required to be submitted to the department pursuant to paragraph (2) of subdivision (a) of Section 65400 of the Government Code.
(b)
“Completed entitlement” means a housing development project that has received all the required land use approvals or entitlements necessary for the issuance of a building permit and for which no additional action, including environmental review or appeals, is required to be eligible to apply for and obtain a building permit.
(c)
“Council of governments” means a single or multicounty council created by a joint powers agreement
pursuant to Chapter 5 (commencing with Section 6500) of Division 7 of Title 1 of the Government Code that is responsible for allocating regional housing need pursuant to Sections 65584, 65584.04, and 65584.05 of the Government Code.
(d)
“Housing element” or “element” means the housing element of a community’s general plan, as required pursuant to subdivision (c) of Section 65302 of the Government Code and prepared in accordance with Article 10.6 (commencing with Section 65580) of Chapter 3 of Division 1 of Title 7 of the Government Code.
(e)
“Jurisdiction” means a city, county, or city and county.
(f)
“Program” means the Local Government Planning Support Grants Program established pursuant to this chapter.
(g)
“Regional housing need assessment” means
the existing and projected need for housing for each region, as determined by the department pursuant to Section 65584.01 of the Government Code.
