(a)For purposes of this section, “vehicle fleet” means 10 or more vehicles under common ownership or operation.
(b)The state board, in consultation with stakeholders, including, but not limited to, the Institutes of Transportation Studies of the University of California, shall review all state board programs affecting the adoption of light-duty, medium-duty, and heavy-duty zero-emission vehicles in the state and report to the Legislature no later than July 1, 2019, with policy recommendations for increasing the use of those vehicles for vehicle fleet use and on a general-use basis in the state. Specifically, the report shall include a review of the state board’s zero-emission vehicle programs, including the specific greenhouse gas or air quality improvement goal for each program; t
