STATE GOVERNMENT'S ROLE TO ALLEVIATE PROBLEMS RELATED TO THE INAPPROPRIATE USE OF ALCOHOLIC BEVERAGES AND OTHER DRUG USE·Ch. 9. CHAPTER 9. Services to Persons Convicted for Driving While Under the Influence of Alcohol and Other Drugs
(a)The department shall authorize each county alcohol and drug program administrator to retain, in an amount not in excess of that specified by the department, a portion of the fees charged for participation in the program that is sufficient to reimburse the county for the costs and expenses that the administrator reasonably incurs in discharging his or her duties pursuant to this chapter.
(b)A county may not use for any purpose set forth in this chapter any funds allocated
to it by the department pursuant to Division 10.5 (commencing with Section 11750). The board of supervisors may authorize the use of any other funds for any purpose set forth in this chapter.
(c)Notwithstanding subdivision (b), a county with a population of 20,000 or less may utilize funds allocated by the depart
