The department shall adopt regulations to implement this chapter, in accordance with the purposes and process required in Section 11835, which shall include, but not be limited to, the following:
(a)Application requirements.
(b)Service requirements.
(c)Reporting requirements.
(d)Required staff qualifications.
(e)Management
and documentation of participant records.
(f)Licensure fee assessment and collection procedures.
