For purposes of this chapter, the following definitions apply:
(a)
“Board” means the State Water Resources Control Board.
(b)
“Community water system” means a public water system that serves at least 15 service connections used by year-long residents or regularly serves at least 25 year-long residents of the area served by the system.
(c)
“Disadvantaged community” means a community with an annual median household income that is less than 80 percent of the statewide annual median household income, including a community water system solely serving a school.
(d)
“Emerging
contaminant” means a contaminant contained on any Contaminant Candidate List published by the United States Environmental Protection Agency under the federal Safe Drinking Water Act (42 U.S.C. Sec. 300g-1(b)(1)).
(e)
“Federal grant terms” means the terms and conditions of the federal funding award received by the state pursuant to the federal Emerging Contaminants in Small or Disadvantaged Communities grant program authorized by Section 300j-27(a)(2)(G) of the federal act.
(f)
“Federal Safe Drinking Water Act” or “federal act” means the Safe Drinking Water Act (42 U.S.C. Secs. 300f to 300j-27, inclusive) and acts amendatory thereof or supplemental thereto.
(g)
“Municipality” has the same meaning and construction as in the relevant federal act and also includes all state, interstate, and intermunicipal agencies.
(h)
“Noncommunity water system” means a public water system that is not a community water system.
(i)
“Nonprofit” means an organization qualified to do business in California and qualified under Section 501(c)(3) of Title 26 of the United States Code.
(j)
“Publicly owned” means owned by a municipality.
(k)
“Public water system” means privately and publicly owned community water systems and nonprofit noncommunity water systems, including systems utilizing point of entry or residential central treatment.
(l)
“Small community” means a community with a population of less than 10,000 individuals that the board determines does not have the capacity to incur debt sufficient to finance a project or
activity otherwise eligible under this chapter.
