(a)
Based on the criteria specified in Section 16366.3, the Legislature directs the state to assume administrative responsibility for the following federal block grants in the 1981–82 state fiscal year:
(1)
Low-income home energy assistance.
(2)
Social services (pursuant to Title XX of the Social Security Act).
(b)
Block grant programs not meeting the criteria specified in Section 16366.3, which shall not be assumed by the state until July 1, 1982, include all of the following:
(1)
Preventive health and health services.
(2)
Maternal and child health services.
(3)
Primary care.
(4)
Alcohol, drug abuse, and mental health services.
(5)
Community services.
(6)
Community development.
