(a)
This compact may be amended periodically. Amendments shall be presented in resolution form to the chairperson of the board, and shall be initiated by one or more participating states.
(b)
The adoption of an amendment requires endorsement by all participating states and becomes effective 30 days after the date of the last endorsement.
(c)
The failure of any participating state to respond to the appropriate authority within 60 days after receipt of a proposed amendment constitutes endorsement thereof.
