On or before June 30, 1981, and on or before June 30 of each year thereafter, the board shall approve a plan specifying (a)
the amount of funds to be allocated in the forthcoming fiscal year for the purposes of deferred maintenance activities and (b)
the manner in which such funds shall be allocated to applicant districts.
