(a)Except as provided in subdivision (c), the Superintendent shall not make an apportionment of state or federal funds for the current fiscal year for a county office of education if the county board of education or county superintendent of schools of the county office of education neglects or refuses to meet any of the following requirements:
(1)Adopt a local control and accountability plan pursuant to Section 52066.
(2)Adopt an annual update to a local control and accountability plan pursuant to Section 52067.
(3)Adopt an annual budget pursuant to this article.
(4)Submit reports pursuant to subdivision (l) of Section 1240.
(b)The Superintendent shall withhold apportionments pursuant to subdivision (a), including previously withheld apportionments for the current fiscal year, until
