In performing its responsibilities, the board shall do all of the following:
(a)Establish safety standards governing the uniformity and content of the track base and racing surface, inner and outer rails, gates and gaps, turf, access and egress to the track, lighting for night racing, equipment for horse and rider, drainage, communications, veterinary services, medical and ambulance services, and other track facilities in order to improve the safety of horses, riders, and workers at the
racetrack.
(b)Designate a steward at all horse racing meetings to be responsible for enforcing compliance with safety standards.
