A.An agency may not allow any person to serve in any capacity as a state officer or employee if that person's salary, wages or other compensation for performing official state duties is paid in whole or in part by private monies.
B.This section does not apply to the department of public safety, the department of environmental quality or any public university under the jurisdiction of the Arizona board of regents.
C.For the purposes of this section:
1."Agency" has the same meaning prescribed in section 41-1001.
2."Private monies" means monies from a source other than this state, a political subdivision of this state or the federal government, including monies from a nonprofit organization, charitable foundation, university, private donor, or advocacy group.
