Text
(a)The Arkansas Department of Transportation is authorized and directed to furnish, without cost to counties, all plans and engineering services necessary in connection with all county negotiated contracts for federal-aid secondary road projects in all counties of this state.
(b)The cost of plans and engineering services shall be included in the cost of projects but shall not be chargeable to the county.
