It shall be unlawful for any person to sell, offer for sale, give away, or transfer to another person any article commonly known as antifreeze containing in excess of ten percent (10%) methanol, unless the following provisions are complied with:

(1)It shall be distinctively colored, so that by its appearance it cannot be confused with potable alcohol;
(2)It shall contain an emetic or such warning substance or substances as the United States Public Health Service may recommend; and (3) All containers of quantities less than tank car lots shall be plainly marked on the outside with a stencil or label securely attached, which bears the word "METHANOL" in red ink in letters at least one-half inch (½") in height, and below or adjacent to the word "METHANOL" shall also be in red ink the skull
