(a)(1) The Secretary of the Department of Finance and Administration shall accept requests from the Arkansas State Game and Fish Commission to create and issue additional special license plates under this subchapter.

(2)The commission shall submit with the request for an additional special license plate a proposed design for the approval of the secretary.

(b)When considering a request from the commission for an additional special license plate, the secretary shall consider the following factors:

(1)The current supply and demand of the existing commission special license plates;

(2)The administrative cost to the Department of Finance and Administration for issuance of an additional commission special license plate; and (3) The estimated demand for the additional special license plate r

(c) (1) If the request is approved, the secretary shall determine: (A) The fee for the cost of initial orders of new designs for special license plates which shall be based on the cost of initial orders of new designs for special license plates; (B) The number of applications that must be received to cover the cost of the initial orders of new designs for special license plates; or (C) The combination of subdivisions (c)(1)(A) and (B) of this section that must be received to cover the cost of the initial orders of new designs for special license plates. (2) (A) The fee remitted under subdivision (c)(1) of this section shall be deposited into the State Central Services Fund for the benefit of the Revenue Division of the Department of Finance and Administration. (B) The fee shall be credited as supplemental and in addition to all other funds as may be deposited for the benefit of the division. (C) The fee shall not be considered or credited to the division as direct revenue.
