(a)The types of special license plates issued under this chapter by the Department of Finance and Administration is limited to the total types of special license plates in existence on January 1, 2014.
(b)(1) Except as provided in subdivision (b)(2) of this section, a new type of special license plate may be created and issued under this chapter only if an existing type of special license plate is:
(A)Repealed; or (B) Discontinued as authorized under § 27-24-1003 .
(2)The requirement under subdivision (b)(1) of this section shall not apply to the creation and issuance of a special license plate for an area of historical significance located in Arkansas that is officially designated by the United States Congress as a "National Historic Site", including without limitation the Little Rock
