(a) The Secretary of the Department of Finance and Administration shall establish a system for the registration of motorcycles and motor-driven cycles on a monthly series basis to distribute the work of registering motorcycles and motor-driven cycles as uniformly as practicable throughout the twelve (12) months of the calendar year. (b) When a person applies for the registration of a motorcycle or motor-driven cycle and the issuance of a permanent license plate, the decals issued by the secretary for attachment to the permanent license plate to evidence the registration period shall be decals for the current month in which application is made for registration, regardless of the day of the month on which application is made. (c) The secretary shall, upon request, assign to any owner of two (2) or more vehicles the same registration period. (d) The registration shall be valid for one (1) year from the date thereof and shall continue from year to year thereafter.
