(a)(1) In addition to the specific authority granted to the Arkansas Department of Transportation by this chapter to define terms and impose additional requirements, by rule, the department shall have the authority to promulgate additional rules, in the manner provided by law, in furtherance of this chapter.
(2)These rules may include, but are not limited to, the establishment of reasonable safeguards in the transportation of hazardous materials, including, as the department finds appropriate, the use of escort vehicles and the temporary prohibition of transportation of hazardous materials during unsafe conditions, the establishment of a system requiring notification of public authorities prior to transportation of hazardous materials, the adoption by reference of laws or regulations of
