(a)It is found and determined by the General Assembly that unfortunately several law enforcement officers have given their lives in the performance of their duties for the people of this state, and that these brave public servants should be honored. Therefore, an appropriate monument is established on the State Capitol grounds as a symbol of the recognition and appreciation of this state to these individuals.
(b)(1) The Governor shall designate a representative from the Division of Arkansas State Police, the Arkansas Sheriffs' Association, the Arkansas Fraternal Order of Police Foundation, Inc., and the Arkansas Municipal Police Association, who, together with a member of the State Capitol Police who is designated by the Secretary of State, shall constitute the Law Enforcement Officers'
