Text
(a)The Sustainable Energy-Efficient Buildings Program is established to promote energy conservation in buildings owned or leased by public agencies and buildings owned or leased by institutions of higher education.
(b)Under the Sustainable Energy-Efficient Buildings Program:
(1)For public agencies, the Arkansas Energy Office of the Division of Environmental Quality shall develop and:
(A)Issue policies and technical guidelines to establish procedures and methods for compliance with the criteria and the performance standards for a major facility or a major renovation under § 22-3-2004 ; and (B) Administer an energy management program designed to achieve compliance with the requirements of § 22-3-2006 through the implementation of energy conservation measures; and (2) For the institutions
