(a)The Arkansas Livestock Show Association shall permit organizations and associations to use the Arkansas Livestock Show Association's showgrounds and facilities for the National FFA Organization's State Horse Show and other related livestock and poultry activities without charge, when the use involves no additional costs to the Arkansas Livestock Show Association.
(b)When any organization or association is permitted to use the showgrounds and facilities for the National FFA Organization's State Horse Show and other related livestock and poultry activities, the organization or association so using the grounds and facilities shall clean the livestock showgrounds and facilities and remove all trash and debris resulting from that use and shall leave the grounds and facilities in at least a
