(a)(1) A responsible public entity may enter into a comprehensive agreement only in accordance with this chapter.
(2)A comprehensive agreement may include terms and conditions related to the procurement of services or materials related to the qualifying project.
(b)In selecting a qualified respondent:
(1)Sections 19-11-801 et seq. apply;
(2)Competitive bidding shall not be used; and (3) The responsible public entity shall follow the procedure established for the selection of a qualified respondent in the rules promulgated under this chapter.
(c)Procurements related to the development of a qualifying project are exempt from any procurement laws that are not contained in this chapter or the rules promulgated under this chapter and that would otherwise apply to the responsible public en
