The department is the sole agency authorized to receive federal aid from the United States Department of Veterans Affairs or any other agency of the United States government authorized to pay federal aid to states for state homes under 38 U.S.C. §§ 1741 and 1742, as amended, and from any other federal law or act of Congress providing for the payment of funds to states for the care of or support of disabled veterans in state homes. The department may receive from any source gifts, contributions, bequests, and individual reimbursements, the receipt of which does not exclude any other source of revenue. All funds received by the department shall be deposited in the State Treasury in the Alabama Veterans Home Trust Fund as established in Section 31-5A-7, and the funds shall be expended as auth
