(a)In addition to its other duties under this article, the Contract Review Permanent Legislative Oversight Committee shall review proposed agreements and obligations as follows:
(1)Each state agency or department that receives a direct appropriation from the State General Fund proposing to enter into any agreement obligating the agency or department to expend more than ten million dollars ($10,000,000) of the annual appropriation from the State General Fund to the agency or department in a future fiscal year or years shall submit the agreement or obligation to the committee for review no later than 10 days after the agreement is signed or otherwise authorized by the agency or department.
