PER CURIAM.

The judgment of the trial court is affirmed on the authority of State ex rel. Himes v. Culbreath, 128 Fla. 210, 174 So. 422 (1937) and Board of County Commissioners of Palm Beach County v. Hibbard, 292 So.2d 1 (Fla.1974).
