ORDER

On January 8, 2013, defendants-appel-lees filed a petition for rehearing en banc, and on January 23, 2013, plaintiffs-appellants filed answers to the petition. A vote of the active members of the court on whether to grant reheai'ing en banc was requested and a majority of the judges have voted to deny the petition.* The petition is therefore Denied.
