MOTION AND PROCEDURAL RULING

Sua sponte, parties ordered to file supplemental briefs addressing whether 16 U.S.C. 825p divests this court of jurisdiction to consider the first proposition of law of appellant, Office of the Ohio Consumers' Counsel. Initial briefs shall be filed within 30 days, and responsive briefs shall be filed within 15 days of the filing of the last initial brief. Requests or stipulations for extension of time to file the supplemental briefs shall be refused by the clerk.
