PER CURIAM.

We concur in the conclusions reached by the court belo-w in this case, and in the reasons in support thereof stated in the opinion rendered by the District Judge. This being so, discussion by us of the questions presented is deemed to be unnecessary and superfluous.

The decree is affirmed.
