Edward Edwards; hereinafter referred to as petitioner, has filed an action before this Court for declaratory relief, pursuant to Title 28 U.S.C.A. § 2201, and an application to proceed in forma pau-peris pursuant to Title 28 U.S.C.A. § 1915.

Petitioner by separate courts-martial was tried for and convicted of four distinct offenses committed while incarcerated and serving military sentences at certain military penal institutions.
