Opinion
Pursuant to a stipulation of the parties and a memorandum report of the commissioner, and on the bases of the decisions of this court in Byrnes, et al. v. United States, 163 Ct. Cl. 167, 324 F. 2d 966 (1963), 330 F. 2d 986 (1964), and Fix et al. v. United States, 177 Ct. Cl. 369, 368 F. 2d 609 (1966), the court on February 2, 1968, ordered that judgment be entered for the plaintiffs named below and in the amounts listed:
