The Oregon Financial Responsibility Law, ORS ch 486, requires uninsured drivers and owners of motor vehicles involved in certain accidents to prove “future financial responsibility,” normally meaning to purchase insurance. Acting under the authority of that Law, the Motor Vehicles Division suspended the drivers’ licenses and motor vehicle registrations of the 11 petitioners, all of whom were uninsured
