Equality of rights under the law shall not be denied or abridged on account of race, color, national origin, or sex. WE DECLARE THAT EVERYTHING IN THIS ARTICLE IS RESERVED OUT OF THE GENERAL POWERS OF GOVERNMENT HEREINAFTER MENTIONED.
