As used in this amendment, the terms: (a) “County Board of Registration” means the County Board of Election Commissioners in each of the several counties of this State. (b) “Permanent Registrar” means the County Clerk in each of the several counties of this State. (c) “Deputy Registrar” means the Deputy County Clerk or clerical assistants appointed by the County Clerk. (d) “Election” means any general, special or primary election held pursuant to any provisions of the Constitution or statutes of the State of Arkansas; provided, that this amendment shall not apply to selection of delegates to party conventions by party committees or to selection of party committeemen by party conventions.
