L. 89–717, §2, Nov. 2, 1966, 80 Stat. 1115, which provided for payments to minors and persons under legal disability to be paid in accordance with such procedures as the Secretary of the Interior determines will adequately protect their best interests and for shares under certain amount to revert to tribe, was omitted from the Code as being of special and not general application.
