L. 110–315, title IV, §402(a)(1), Aug. 14, 2008, 122 Stat. 3190, which authorized the Secretary to make academic competitiveness grants to eligible students, was omitted from the Code upon the expiration of Secretary's authority to make such grants at the end of award year 2010–2011.
