Nothing in sections 620 to 620j of this title shall be construed to—

(1)prejudice the outcome of pending or prospective petitions filed under, or
(2)warrant the exercise of the authority contained in, section 7 1 of the Export Administration Act of 1979 with respect to the export of unprocessed timber.
