§ 16-5-119 — Scope, authority and effect of provisions
This act, without reference to other statutes of the state,
except as herein otherwise specifically provided, is full
authority for the authorization and issuance of refunding public
securities. No other act or law with regard to the authorization
or issuance of securities that in any way impedes or restricts
the carrying out of the acts herein authorized shall be
construed as applying to any proceedings taken or acts pursuant
hereto except as otherwise provided. The powers conferred and
the limitations imposed by this act are in addition and
supplemental to, and not in substitution for, and shall not
affect the powers conferred by any other law except as otherwise
provided herein.
