(a)As used in this act, unless the context plainly
otherwise requires:
(i)"Person" means a natural person, partnership,
association, corporation, municipality, irrigation district, the
state of Wyoming, any agency or political subdivision thereof,
and the United States or any agency thereof;
(ii)"Underground water" means any water, including
hot water and geothermal steam, under the surface of the land or
the bed of any stream, lake, reservoir, or other body of surface
water, including water that has been exposed to the surface by
an excavation such as a pit;
(iii)"Aquifer" means any underground geological
structure or formation having boundaries that may be ascertained
or reasonably inferred, in which water stands, flows or
percolates;
(iv)"Well" means any artificial opening or
