Text
Whenever an affidavit is filed with the state engineer by a
water user stating that the water commissioner of a district has
a personal interest or prejudice in the use of water from a
stream and that the person making the affidavit believes that
because of the commissioner's interest or prejudice he cannot
obtain a fair and just division of water, the state engineer may
designate a water commissioner from another district as
substitute commissioner.
