Text
The water commissioners or their assistants, within their
districts shall have power to arrest any person or persons
offending, and turn them over to the sheriff of the proper
county, and immediately upon delivering the person so arrested
into the custody of the sheriff, it shall be the duty of the
water commissioner making the arrest, to immediately in writing
and upon oath, make complaint before the court of proper
jurisdiction against the person arrested.
