(a)To preserve the integrity of the foundation account for the biennium and so that payments can be made during the full school year for each year of the biennium, if it appears to the state superintendent that the income available to the foundation account is not sufficient to meet the payments as provided by law:
(i)The state superintendent shall determine a uniform percentage by which the amount guaranteed to each district under W.S. 21-13-309 shall be reduced so that available revenues in the foundation account for that school year are as nearly as possible equal to the amount necessary to fund payments to districts under W.S. 21-13-313; and
(ii)The revenue to be rebated by a district under W.S. 21-13-102(b) shall be adjusted based upon the guaranteed amount for that district determ
