Text

(1)The commission, in fixing and altering collection rates charged by every solid waste collection company under this section, shall include in the base for the collection rates:
(a)All charges for the disposal of solid waste at the facility or facilities designated by a local jurisdiction under a local comprehensive solid waste management plan or ordinance;
(b)All known and measurable costs related to implementation of the approved county or city comprehensive solid waste management plan; and
(c)All costs related to the implementation of curbside recycling collection services performed by a solid waste collection company consistent with chapter 70A.208 RCW.
