Notwithstanding RCW 77.32.010 , the commission may adopt rules designating times and places for the purposes of family fishing days when licenses and catch record cards are not required to fish or to harvest shellfish. Effective date — 1998 c 191: See note following RCW 77.32.410 . Effective date — 1996 c 20: "This act shall take effect July 1, 1996."
