Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

(1)"Commissioner" means the commissioner of the employment security department.
(2)"*Council" means the Washington council on volunteerism and citizen service authorized by chapter 43.150 RCW.
(3)"Department" means the employment security department.
(4)"Volunteer" means a person at least twenty-one years of age who, upon application and acceptance into the program, is placed in a governmental or private, nonprofit organization to perform full-time service for the benefit of the community, and who receives a living allowance and other benefits as authorized under this chapter. *Reviser's note: RCW 43.150.060 , which created the Washington state council on volunteerism and
