The definitions in this section apply throughout this chapter unless the context clearly requires otherwise.

(1)"Applicant" means:
(a)In the case of an individual long-term care insurance policy, the person who seeks to contract for benefits; and (b) in the case of a group long-term care insurance policy, the proposed certificate holder.
(2)"Certificate" includes any certificate issued under a group long-term care insurance policy that has been delivered or issued for delivery in this state.
(3)"Commissioner" means the insurance commissioner of Washington state.
(4)"Issuer" includes insurance companies, fraternal benefit societies, health care service contractors, health maintenance organizations, or other entity delivering or issuing for delivery any long-term care insurance poli
