The board shall adopt rules and procedures to govern the allocation of funds subject to the appropriations actually approved by the legislature. The board shall develop rules and procedures to require value engineering studies performed by an interagency team for certain board funded projects. When determining the process, the board shall consider the project cost, length, and complexity. Savings — Severability — 1988 c 167: See notes following RCW 47.26.121 .
