The department must refuse to register a vehicle if the registrant or motor carrier responsible for the safety of the vehicle has been prohibited from operating by the federal motor carrier safety administration. The department may not register a vehicle if the Washington state patrol has placed an out-of-service order on the vehicle's department of transportation number, as defined in RCW 46.16A.010 .
