Text

(1)A person under the age of eighteen may not be the registered or legal owner of a motor vehicle unless the:
(a)Motor vehicle was previously registered in the person's name in another jurisdiction while a resident of that jurisdiction;
(b)Person is on active military duty with the United States armed forces; or
(c)Person is, in effect, emancipated.
(2)It is unlawful for any person to convey, sell, or transfer the ownership of any motor vehicle to a person under the age of eighteen. This subsection does not apply to a vehicle dealer properly licensed under chapter 46.70 RCW if the minor provides the dealer with a certified copy of an original birth certificate showing that the minor is over eighteen years of age.
