Text
The Village corporation may adopt, amend, or repeal any bylaws relating only to the functions that, by this chapter, the Village may exercise, and are not repugnant to the Constitution of the United States or the Constitution and laws of this State. The bylaws of the corporation shall be recorded in the office of the Clerk and the Clerk’s certificate that the bylaws were adopted at an annual meeting of the corporation, or at a special meeting thereof called for that purpose, shall be prima facie evidence of such fact in any court in this State; and the certified copies of the bylaws and the Clerk’s certificate shall also be received as evidence in all the courts of this State.
